I knew that a law had been passed in the early part of last year viz. Ordinance No. 6 of 1885, intended to carry out this recommendation of the Commission, but I find that the necessary Order in Council to carry it into effect has never been passed. M. Deane is therefore right. I am unable to say why this Order in Council was not passed; and I am making enquiries on the subject.
10. In paragraph 48 of the report of the Committee a suggestion is made that soldiers might be employed instead of Police in the Fire Brigade. The suggestion originated with Major General Cameron and I would have been glad to carry it out. A scheme was proposed, and met with the Major General's support, under which a certain number
